The country in brief
The Philippines, 115 million people, is the only country apart from the Vatican without divorce: the Family Code of 1987 allows only annulment, declaration of nullity and legal separation, except for Muslims under the Code of Muslim Personal Laws; a divorce bill passed the House of Representatives in 2024 and awaited the Senate. Marriage requires 18 years, with parental consent until 21.
Abortion is illegal without exception in the Penal Code, the Reproductive Health Law of 2012 guarantees access to contraception, the Anti-Violence Against Women and Their Children Act 2004 provides protection orders, the age of consent rose to 16 in 2022 and the Data Privacy Act 2012 governs personal data.
