What the rules provide
Malaysia removed tax from menstrual products in 2018: they were zero-rated under GST from June 2018 and exempted from the sales and service tax that replaced it in September 2018. There is no statutory free provision — schools, universities and some states run their own distributions for poor students — and no menstrual leave in the Employment Act; absence is sick leave with a medical certificate.
Endometriosis is treated in the gynaecology departments of Ministry of Health hospitals, at nominal fees for citizens with referral, and in university and private hospitals; laparoscopy is widely available in urban centres. The Endometriosis Association of Malaysia runs awareness programmes; diagnosis remains late.
Reusable products are tax-exempt like disposables; nothing is reimbursed.
