The legal framework

The matter is governed by the National Drug Law Enforcement Agency Act, Cap. N30. Possession, trafficking and importation carry lengthy terms, with a minimum of fifteen years for trafficking under the Act. The NDLEA also runs counselling and rehabilitation centres in every state, and a national helpline. Cannabis is widely cultivated in the south-west, and tramadol imported without authorisation is the principal medicine of misuse.

The distinction between personal possession and trafficking turns largely on quantity, assessed at the point of arrest, and on any evidence of sale.

Treatment is provided mainly through the national psychiatric hospital and a small number of specialised units; capacity is well below need.

Tramadol and other diverted medicines circulate widely outside pharmacy channels and account for a growing share of dependence.
