The legal framework
The Dangerous Drugs (Amendment) Act 2015 made possession of up to two ounces of ganja a ticketable infraction rather than a criminal offence, removed the criminal record consequence, and permitted cultivation of up to five plants per household. It also created a licensing authority for medical, therapeutic and scientific use, and recognised sacramental use by Rastafari.
A ticket carries a fixed fine payable at a tax office; non-payment leads to court. Possession by a person under eighteen results in referral to the National Council on Drug Abuse.
Smoking ganja in a public place remains an infraction, and export remains a serious offence regardless of the domestic position.
The Cannabis Licensing Authority regulates cultivation, processing, retail and transport for medical and therapeutic purposes.
Cocaine and other drugs remain fully prohibited with substantial penalties.
