The legal framework

The matter is governed by the Narcotics Control Commission Act 2020 (Act 1019). The 2020 Act replaced imprisonment with a fine for possession of a narcotic drug for personal use, a significant shift in the region, and created a Narcotics Control Commission with a health mandate. Cultivation of cannabis for industrial and medicinal purposes may be licensed. Trafficking remains punishable by at least five years.

The distinction between personal possession and trafficking turns largely on quantity, assessed at the point of arrest, and on any evidence of sale.

Treatment is provided mainly through the national psychiatric hospital and a small number of specialised units; capacity is well below need.

Tramadol and other diverted medicines circulate widely outside pharmacy channels and account for a growing share of dependence.
