The legal framework
Protection comes from consumer provisions in the Uganda Communications Act and sale of goods legislation, with a competition and consumer protection framework enacted in recent years. Mobile money complaints go to the operator and then to the Communications Commission or Bank of Uganda. The practical reality online is that recovering money from an unresponsive seller depends far more on the payment channel than on the statute.

- Pay by a method that allows a chargeback — this is the most effective remedy against a seller who stops responding.
- Keep the order confirmation, the listing as it appeared, and all correspondence.
- Put complaints in writing with a clear deadline before escalating.
- For purchases from abroad, check import duty and tax before ordering: they often exceed the saving.
- Use the small claims procedure at the magistrate's court for modest amounts.
- For telecom and financial services, complain to the sector regulator first.

For a mobile money transfer, contact the operator within hours. Once the funds have been cashed out, recovery is effectively impossible whatever the law says.
