The news in brief
At the ECD Leadership Summit, the education minister reported progress in registering early childhood programmes. Initial Bronze registration and completed Silver or Gold compliance remain different stages; registration figures alone do not establish that every programme has completed compliance.
At the Bana Pele ECD Leadership Summit on 19 October 2026, the education minister reported progress in the registration of early childhood programmes (ministerial speech). The announcement concerns a registration drive; it should not be treated as an independent evaluation of every participating service.
Bana Pele distinguishes initial Bronze registration from later Silver and Gold compliance stages (registration guidance). A large registration total does not, by itself, show that all programmes have completed the same checks. For a family, reading the stage precisely is more useful than relying on the headline number alone.
The guidance also describes a free registration process for programmes. That does not mean that attendance is free for children (Bana Pele guidance). Fees, daily arrangements and the service provided to parents remain questions for the particular programme.
A parent comparing services can ask about the programme’s current registration and compliance position, as well as how children are cared for day to day. This subject is separate from parental care, contact and guardianship after separation. The shared word “care” should not obscure those different legal and practical questions.
