The regime that applies
Depending on nationality, entry requires an electronic travel authorisation obtained online in minutes, or a temporary resident visa with a full application and biometrics. European passport holders generally fall in the first category, applicants from much of Africa and Asia in the second.
Visitor refusals are the norm, not the exception
The refusal rate for visitor visas from many countries is high, and the reason given is almost always the same: the officer is not satisfied the applicant will leave. Paradoxically, an invitation from a partner can weaken the application where nothing else demonstrates a reason to return.
What helps: a complete file at the first attempt, evidence of employment, property and family ties, previous travel respected, and an honest letter explaining the relationship rather than one that conceals it. Officers see concealment constantly and it is fatal.
Health and winter
No vaccinations required. Travel insurance is essential: visitors are not covered by provincial health plans and costs are high. The winter is long and genuinely cold — minus twenty to minus thirty in January is ordinary in Quebec and the prairies. A first visit in winter needs preparing, clothing included; this is a practical matter, not a comfort preference.
One country, two immigration systems
Immigration is federal, but Quebec selects its own immigrants under an agreement with Ottawa. For anyone settling in Quebec, both a federal decision and a provincial one are required. Establish from the outset which province is involved: it changes the procedure, the documents and the timeline.
Three rules that hold for every destination
- Use the official portal. Sites that "facilitate", "expedite" or "check" a visa charge for a service the state does not require, and collect your identity documents on the way. The official site is always cheaper and usually faster.
- A visa is not a right of entry. It is permission to present yourself at the border; the officer there decides. Carry the return ticket, the address of your stay and evidence of funds.
- Read your own foreign ministry's travel advice before booking, not after. It conditions your insurance and your consulate's ability to help.
The passport comes first
The commonest reason for being refused boarding is not the visa but the passport: insufficient validity beyond the return date, no free pages, a damaged document. Check it the day you decide to travel, not the week you leave — a renewal takes weeks.
