The legal framework
Republic Act 11648, signed in March 2022, raised the age of sexual consent from 12 — among the lowest in the world — to 16. It includes a close-in-age exemption where the age gap is under three years and the act is consensual and non-abusive, and it removed the defence of subsequent marriage.

In practice
- Report to the police at any station; you do not have to decide immediately whether to pursue a prosecution.
- A forensic medical examination can usually be carried out and stored before any decision to report.
- Specialist support services can attend with you and explain each step.
- Ask for written confirmation of any examination and of the report reference.
- Go to a women and children protection desk at the police station or a hospital unit.
- The Public Attorney's Office provides free representation for qualified complainants.
Recent changes
The 2022 reform ended decades in which the Philippines had one of the lowest ages of consent globally, and was accompanied by a new law on online child sexual exploitation. Republic Act 11648 raised the age of sexual consent from 12 to 16 in 2022.

Worth knowing
The close-in-age exemption does not apply where there is any element of authority, coercion or exploitation — a point frequently misunderstood. The age of consent was only raised to 16 in 2022. For earlier events the previous threshold applies, which is why the date matters so much.
